Clean Rims

My rims on my xj have this like corrosion film look to them and have a crust to them as well. Any body know how to clean this stuff off? Here is a pic of them if that helps explain what im talking about more.

When I detail my dad's truck I have a spin brush polishing head that fits our Dremmel and use wheel cleaner to remove the grime.

Whew! That bottom rim is STUNNING! Top rim is what mine look like! How’d you clean that baby (I need to do 4)?….
