start a savings account, cheap mods will only **** you off, if your reall dead set on tho, grab some rattlecan paint and masking tape and have at er.
I guess polishing and/or painting rims is a good way to clean up a look, but stick to black, DONT paint them yellow or red or blue or something dumb tho

but srsly,
MSD Wires/Cap/Rotor/Coil (some items are on the higher end of "cheap")
Brighter driving lights (or possibly an HID kit of ebay)
Remove side moldings, or repaint them if faded
Tint (if done by yourself, of course)
Throttle body spacer (seen them go for $30-50 on ebay)
I'm new to the Jeep world so I'm sure some of the "Ol' timers" will have more tips/tricks/cheap mods related specifically to the Jeep platform.

Agree cheap suspension mods will **** you off..my 87 has drop brackets for my control arms and it pisses me off cause i loose alot of ground clearance for the arms, i bought it like this so its not that big of deal, but it is one of the many things i have to fix that the PO did.

TB spacer wont do any noticable or at all.
a few "cheap" mods you can do are
63mm TB from http://strokedjeep.com/tbody.html ends up being $90 after you send your core back.
fuel injectors, plenty of threads on this site about which ones are needed for your year. these should give you better fuel economy and some say better acceleration
could throw on a new muffler
HIDs make a very nice difference in night driving. Just make sure you get conversion housings as the stock sealed beams wont accept a new bulb.
and intake for some engine noise and throttle response

Look around the nearest junkyard. Even if you don't find anything, you'll still have fun. I found lots of cool stuff for my YJ, but I just got my first XJ.
I'll be looking for some extra roof rack cross bars for a light rack on my next trip. Might try to find a Dodge 100amp alternator too.
Also one of those sweet under hood drop lights from an older XJ, there was a thread about it on this board a few days ago. "Nice junkyard find" IIRC.
