Default Is this bumper any good?

I found this bumper on Ebay and I was wanting your opinions on whether or not it is worth the price.

Up for sale1 new front 1989 - 2001 jeep cherokee bumper , this bumper is in stock and ready for shippment , made in usa , features 2in .120 wall tube connected to 3x1/4in steel plate that bolts to the stock location , it also has a 1/4 in winch plate wich will accept most winches , this bumper comes with two 3 in d rings 1 1/2 in .120 wall top hoop with supports , this bumper has good approach and departure angles , it is painted black and the ends are capped , all of our bumpers are fabbed by us and we use only american steel , we bend our tubing with a irvan smith nascar type bender ,and plasma cut all our own parts, all bumpers are mig welded in our own custom jig and fixtures to ensure a direct bolt on fit , please use shipping calculator for shipping cost , thanks for looking , Extreme metal fab .
Looks like it only bolts to the stock location. That bumper won't stay attached very long if you try it use a winch on it.
