It depends. If you have a 97+01 count on needing it though. It's hit or miss though honestly. My 95 didn't didn't need it. My 00 needed it and my buddies 99 that I installed didn't need it. Lol

boots are usually just zip tied onto the shock. sometimes not even that. dirt and water will evenually get in there and corrode. I've cut all my shock boots off before shock installation. not becuase I think it will really corrode that badly. but because they are horrendously ugly 
Don't use boots.

My lower control arm bushings were toast had bump steer so bad my wife refused to drive jeep till I fixed it! I got a pair of tube lowers given to me .
I put fresh bushings in and put the arms in on sunday checked tow and went on a test drive same roadway I would have the issue. Jeep is perfect now. These new longer arms also took care of the caster issue (Jeep was twitchy )at freeway speeds.
