Default best way to remove a broken nut clip on bumper bolts

im taking off my bumper to put on my tow hook brackets and a brush guard and on the very last of the 6 bolts, the little nut clip thing broke. lucky it is the farthest one down pretty close. i cant grab it with vise gribs good enough. thinking the best way to get it out if just cut the bolt off flush to the bumper on the nut side and just go grab a grade 8 bolt to stick in there. do i break out the sawzall or does anyone have a way? also i think i a few other of the stupid nut clips broke, should i just try to use nuts and somehow get a wrench up there to hold the nut when im putting them back in or would i be able to find the nut clips at do it center, ace, home depot ect? and sorry if this isnt the right forum to be in but i feel like it doesnt belong in oem tech.

If you have a tourch or cutoff wheel or grinder it might be qicker than a sawzall, but you have the right idea. I replace all those clip nuts with high grade bolts.
