Default 84-86? cherokee no power

Well i just got a good oppertunity at a free 84/86(don't quite remember the year) cherokee with the gm 2.8 and a 5 speed tranny. Now the only downside to this besides the gm motor being a gm motor is that it has no power when you put in the battery. i have one reason why this is and it might be due to the fact that the current owner put a new negative cable in and attached it to the alternator, and still left the origional cable in place. any other ideas or suggestions would be awsome because i would love to see it run and move first before i take it.

oh and my friends 94 grand cherokee has finally kicked the bucket.(running it with a bad oil pump)

Fusible links on the starter relay are probably shot. They may look good, but they act like a fuse and can be fused and not show it. They feed the ignition switch among other things.

I've only had to do this once on a different vehicle (Chevy Pickup), we dropped the tank and removed the fuel pump/level sender. Turned it upside down and drained the tank that way. As for cleaning it, a little carburator cleaner in the tank and swish it around. Unless you have a plastic tank, then you don't want to do that (it'll eat the plastic), use kerosene instead.

Hopefully someone will chime in with an easier method.

ok so we direct connected jumpers to the starter and grounded on the block and it didn't do anything, is this normal in a jeep with bad fusible links, and how would i go about fixing it? oh and it has almost a half tank of fresh fuel
