Default 1989 cherokee gas and starting problems

In march i bought my 1989 cherokee for $900
I bought a junkyard lift big mistake spent a grand finding missing parts and saging rear anyone out there its best to buy new
I have spent over 8 grand on it now
put a flowmaster a 8.25 out of a 2000 and rebuild the whole front end top to bottom alot of little things only place i havent spent much money was the engine only kandn and blow by catch and a tune up map sensor co2 sensor new manifold and still only get 30liters to 100k what can i do to get better millage the lift is 4.5inchs 31x10.50r15 and it takes 10seconds to start cold 20 to 30 please help and the crank sensor has been replaced
