$1000. to put towards my stock xj?
What would be the first thing you would put your money towards. I am close to needing tires. I want to put a 4.5 lift on it. I want to get a set of the 17in. wrangler wheels. I want a locker. I want to upgrade the steering. I do plan on taking this offroad fairly often but nothing too hairy. I just don't know what to do first.

Maintenance. Then the tires, and a budget boost to start. EricFX has found rear shakles that are adjstable for 35$. Coil spacers can be had for 50$ or similar, then you can run 31" tires easily. If you wanna lift further later, the components I've suggested can be used with just about any lift in conjunction.
That leaves plenty left over for misc odds and ends.

If your Jeep is running good then I would say see if you can find an inexpensive set of used tires that still have good tread life left and do that and a lift. If your Jeep needs work get that done first! Then save for the lift and stuff. Its tough to not just throw the lift and big ol tires on it cause that's the fun stuff. But a lifted Jeep that doesn't run is just no fun!

I'd probably do a 3" lift and tires. Just find parts that make it to where you can afford both. Those 17" wrangler wheels won't fit on a xj - nothing from a jk will. You could go with a zj tie rod to upgrade the steering.

New ball joints, u joints and tie rod ends. Plain and simple, the basics to keep the thing in good health before ya lift it (waiting for the two lower ball joints before I install a 4.5 RC in mine already did the other stuff)

Those 17" wrangler wheels won't fit on a xj

You need to lift at least a little to run those JK wheels. They run a 32" tire from the factory, 31.5 to be exact. If you're gonna off road, i'd say at least 4" of lift.
