Default Velocity Stack

I'm designing a velocity stack with a K&N cone style filter but I'm not sure how efficient it will be for in town driving. Advice?

Velocity stacks are usually used on Carbs aren't they? You would have to have a lot of air flow to make one the size of 2 1/2 - 3" work. What is the purpose for it?

They are used with carbs for racing applications, I just have a lot of time on my hands and it seemed like an interesting idea.
