Default sway bar bolts snapped...

I posted this in the tech section but I thought maybe the fab guys would have some more info... I'm adding a front mount hitch to my 94 4.0 HO Auto. the hitch bolts between the (front) sway bar mounts and the frame. the drivers side bolts came out no problem, the passenger side bolts both snapped off. so I thought drill and tap. went to drill and like an amateur drilled the holes slightly crooked. and the tap doesnt want to bite. maybe a bigger hole and try to tap again? anybody have any suggestion?. i was thinking if they're weld nuts, they are can probably be hammered out? if I can hammer them out, I have some 3/8 plate laying around I could cut to fit in the frame rails and drill and tap them before sliding them in the frame. think this would work? any advice is greatly appreciated!
