Default roof rack build questions

I'm going to be building a roof rack out of 1.25 diameter conduit and want to know the dimension I should make it. I want to be able to put 4 lights on the front, 2 on the back, and at least 1 on each side.

When I bought my '95 XJ it had the stock roof cargo brackets and trackage. I disassembled the adjustable cargo bracket thingies (WTF are they actually called?) and ditched them, then used a long allen wrench to pull the screws out of the tracks themselves and ditched the tracks, too. Then I put some bearing grease on each allen-head screw and ran them back into their screw holes so that (a.) I wouldn't lose them, and (b.) water would not get into the holes. I'm going to build a roof rack eventually and use the existing holes/screws to mount thin flat bar, tack weld the cargo rack to the flat bar, then remove it from the truck to weld it out. It seems that I have everything I need to do this job except the ambition to get my behind in gear and do it.
