So I could use some new bumpers, but I don't have $800-1000 to spend on them, and making my own sounds pretty fun. I'm wondering what kind of materials I'm looking at needing, and maybe some basic plans and ideas.
Basically, i want to know everything there is to know about fabbing bumpers. Lol.

It depends on what kind of bumper you want to build, tube or plate? Then you have to design it and make it look exactly how you want it to. Then figure out/design the mounts for it. Decide what thickness/size material you want to use and then start building.
For a plate bumper I'd use 3/16" thick, and for a tube bumper I'd use 1 3/4x.120 DOM.
