Finally got my latches! First vendor screwed around for a week before feeding me some B.S. about the latch no longer being made anywhere by anyone. I ordered from another vendor right after Thanksgiving and they shipped the following Monday.
I'm going to weld the barrel to a couple of gussets on the bumper in this position so that the plunger goes into the open end of the main tube on the swing out.

A simple pull on the handle retracts the plunger allowing the carrier to swing open.

That is a novel latching pin. I have never seen one like that before. What is it originally meant to be used on Frank?
