Wires stuck in fusebox

Wires stuck in fusebox
Hello, I'm new to owning a jeep, I just bought a 98 Jeep Grand Cherokee Limited off of some friends of mine. They warned me of some inner water damage, but I didn't know at the time the fuse box was on that same floor area.
Opening it today since my AC doesn't blow, I wanted to check the fuses and found that two random wires are held in place with fuses themselves. I am sure its not supposed to be like this but I know very little about where they go or what they are for.

I would ask your friends what they "added" or "fixed". I've seen people do this when the "add" things like aftermarket lights, gauges and other accessories. They tap into power from fuses like this. This is definitely not factory and should be figured out and repaired the correct and proper way. This could start all kinds of issues if not fixed.
