5.2 jeep grand. Hard start, idle shoots up on start up then while driving bad throttle response.

With my obd2 connected and engine not running but in on. Absolute throttle position is at 12.5% not pushing on throttle. When pushing the accelerator to the floor, it only reads between 58% and 68 %.

Anyone know what it should be reading or if this is correct?
Looking to narrow the TPS down.

I also have a ram TB on it with a jeep accelerator cable connected from the pedal. I know because of the linkage and the ends that are on it.
