Default TPS Question

In trying to diagnose why I'm not getting overdrive, I came across some info stating the TPS could keep it from going in.

I checked TPS operation with an OBDII scanner. At idle, engine running or off, it shows 16.8% and goes up smoothly as I depress the pedal.

I can understand the PCM will not send a signal to go to OD if it thinks you are still trying to accelerate in 3rd. At what % does the TPS need to be showing to get it to shift?

I have done a search and can't verify if 16.#% is a normal, in range, value for the TPS to be reading with no pedal input.

For the record, I also checked the reading on the temp sensor and it is working properly, showing well over the minimum temp of 160 needed to get into OD.

16.8% is not right at idle with the throttle fully closed, I think it should be 0-5% at most.
