You should really read up on painting procedure before you dive in, lots of information out there. But basically I always do little stuff this way (oversimplified):
Sandpaper - 1,000 grit
Primer
Paint
Tack Cloth
Soap & Water
Wash the part in the soap and water, wash it well. Let it dry.
Wet sand it with the 1,000 grit. You are just trying to take the shine off and make the surface even. Do not go down all the way through the paint, you do not need too.
Wash it again, let it dry.
Wipe down with the tack cloth, it will pick up anything that may be left behind.
Spray down a light, even coat of primer. Let it dry.
Wet sand it.
Spray down an even, slightly heavier coat of primer. Let it dry.
Wet sand it.
Wash it.
Tack cloth it.
Spray you're first coat of paint, even and light. Let it dry.
Wet sand it.
Wash it.
Tack it.
Spray a good even coat and let it dry. From here it is up to you if it needs more wet sanding, another coat, etc etc.
Wash it.
Clear coat it.
Wax it.
Install it.
