rpm problem

Engine: 5.2
rpm problem
while im drivin givin it just alittle gas i can watch the rpms go up then stop then go up again. it only goes up a little cause im only givin it a little gas. when a stomp it it runs smooth. i have just replaced rotor button cap and plugs and wires. what could cause my 5.2 to do this?
