Power to the PCM 97 GR Cherokee

Power to the PCM 97 GR Cherokee
What provides power to the PCM? I have used a test probe to check for power on every single pin on all three connectors at the PCM and none show voltage with the key off or key on. Shouldn't there be power to the PCM even with the key off? I have no power at the coil, therefor no start. Problem was intermittent, now it has not started in several days. Without some constant current, how does it store codes, etc.?

Yea, I should have mentioned that. All fuses are good and I've switched the relays around to eliminate then as well.
Since the problem was intermittent for so long, I can't imagine that it's a fuse.
I know that the PCM must have constant power or it would not store codes. If I knew what pin it comes in on that would be a great start in finding why it's not there.
