Angry No instrument lights

The instrument panel lights will not function on our 1996 Jeep Grand Cherokee.
My husband drove the Jeep in the carport, parked it, and disconnected the battery in preparation for doing some engine work. Now it will not power the instrument panel nor will the engine start. We cannot tell if the 'Check Engine' light is on. The Diagnostic Code scanner will not work because of this problem. The battery was reconnected, all of the fuses, etc have been checked, and we still cannot find the problem.

Any suggestions as to how to proceed will be appreciated!

Regards, Bettye

Thats one of the reasons I don't like the Grand Cherokees

But if the battery is connected, do you even get power to the vehicle? Any other lights come on at all?
