Low voltage to all fuel injectors
 
I have a 1995 Jeep Grand Cherokee Limited with a 5.2 Liter V8 engine. I recently replaced the old engine with a remanufactured engine, but I can't get it started. It will turn over but won't start. One of the things I noticed was that all the fuel injectors are receiving 7.6 volts as opposed to the 12 volts they should be receiving. I am getting spark and the fuel pump seems to be working ok. Distributor, coil, plugs, and plug wires are all new.
Any ideas on what might be going on?

anybody find a solution to this? I have the exact same issue. Fuel pump is new and cycling. Good pressure. Asd is cutting the injectors after the 2 sec start up. Voltage goes from 12 to a steady 6.7. Will run on spray into throttle body. The motor turns over and over and skips a little here and there.
Im thinking a bad CPS. Or plugged injectors as the gas I drained was 12 years old and very bad.
