My dads zj headlights are stuck on high beams no matter what. He had asked a mechanic guy and he said it was the day time light saver thingy-ma-dooohicky.
I guess that day light time thing is behind the water pump or around that area.What do you guys suggest i try to fix this?
*lights are still on when the jeep is off*

 

The daytime running lights are controlled by a relay in the under hood power distribution center (fuse box), there is nothing for the headlamps behind the water pump.
