How old are the "lamps" not the bulbs, do they have any water build up or condensation in them?

wires rubbed through behind the headlight header, you have what is commonly called dual burn, both low and high are on at the same time on that side. remove the lamp and check the wires and the connector for damage or corrosion

sounds like a short to power in the wiring or a nad ground, either way you will have to get in and look at the wiring
