Default gas guage problem

I have a 94 GC and the gas guage shows all different readings; will show 1/4 tank and then 10 minutes later it stays near empty. it also only goes to 1/2 when it is full. Is this a sending unit malfunction or the guage ? thanks for your help...

Rust in the tank.
Remove the sending unit from the tank, you will find a little plastic cover on the resistor, if you open it you have access to the coil and the little brush, with a little piece of fine sand paper sand the coil and the brush, then with a small screwdriver bend the brush towards the coil to give a little more pressure, put everything back together and tat's t...
