friends 94' G.C. wont start.

friends 94' G.C. wont start.
i registered here to get some help with a friends 94 grand cherokee. i dont know much about jeeps as i am a land rover owner and know those in and out. dont hate haha,,,
anyways we are trying to get his jeep started. it was a hand me down and we are stuck. the ignition switch was bad and we replaced that. from there when we attempted to start the rig we get a click from the relay in the fuse block and then a spark from the negative terminal on the battery. so we replaced the cable terminals and that solved the sparking. but still no starting. the battery is new as is the starter. but still nothing.
so is there a neutral/park switch or something tied into the wiring that might be faltering? what can you guys tell us? we want to get this think rolling for camping season and off roading.

With foot on break will it start in neutral?
can you roll it a foot, Put it firmly in park and try
I know on my 95 i have to gently but firmly put it into park to start sometimes.
Take starter out again have most auto parts stores will bench test the starter and attached solenoid for free.
On the 95 the alarm anti theft is the tail gate lock, just turn the lock a couple of times. If the battery goes dead for an extended period of time you will need to do this.

could be the neutral safety switch but as stated, have the starter checked out. If the alarm system if faulty, it should crank just not start. If you had a bad battery cable up top, I would check the wires down on the starter to.
