Cooling fan issue

Cooling fan issue
okay, cooling fan isnt working. 99 4.7 i’ll tell you what I’ve done and tested so far and hopefully someone can help.
1 replaced fan relay
2 tested the fan & it does turn on
3 fuse is fine
4 took fuse out & tested it with the meter. One leg is getting 12 volts like usual but the other leg is getting 3 volts.
5 put fuse back in & tested the connector coming from the car going to the fan. Getting 12 volts and 3 volts just like the fuse box.
Someone help is it my PCM? Is it an AC low pressure switch? Is it a temperature sensor????
OR do I have a short somewhere?
