Cold start Problem

Model: Grand Cherokee (WK)
Engine: 3 litre Diesel
Replaced all glow plugs & controller Last summer on 08 GC Diesel. In cold weather (Below 0 degrees C or 32 degrees F) It wants to turn over longer then runs rough when it does start, then levels out. If I wait for the glow plug indicator to go off first it starts better, if I wait for the indicator to stop, turn it off then do it a second time it will start right away. I haul a 23 ft trailer with no problems with power or acceleration. It seems to be losing rail pressure when it sits over night. Any Ideas.

Well, despite the new GPs and controller, it does sound like weak GPs. Have you taken any voltage measurements?
