Cold air, but warm after shifting?

Cold air, but warm after shifting?
Bought a 2005 Grand Cherokee Laredo a few months back. This morning I started it up and let it run for about 10 minutes with the defroster and floor air turned on hot.
When I got into the Jeep the air was blowing cold out the floor vent and the defroster and the snow/ice buildup on the windshield wasn't melted at all. The interior was freezing cold. The temp guage appeared normal, as it would when the vehicle is warm. Once I shifted into Drive, the heat came on. It shouldn't be like that, should it?
I also notice that the 3rd speed on the fan doesn't seem to work at all. I have read that it's related to the blower control and have a replacement to put in, but will be waiting to do that when it warms up a little outside. Is this related at all?
Any ideas what the problem is or how to fix it?
