breaks on if i backs down steep hill
If i back down a very steep hill/road and hit the breaks so the car stops the rear brakes wont release when i take the foot of the breake, i then need to drive a little bit forward before back again. Its so steep that i need to use 4low to get up, is this normal on old breakes or should i fix something? Or is it only that the breakes need to be used more? i use the car maybe 1 hour a week.

I'm assuming you have disc front and drum rear brakes. Also that they are not new.
I'd remove the wheels and check the condition of the brakes and mounting hardware, including the amount of pad/shoe material remaining. It could be that they are worn down so much that they are allowing the mounting hardware to flex/move and bind up, preventing their release until rolling forward and releasing the bind. JMO of course.
You can get the parts from a newer model ZJ and install rear disc brakes onto your vehicle for a better stopping, easier to maintain ride.

Sounds like they are adj a little too tight and the self adj. works a little to well.
Self adjust is made to adj the distances from the shoe to the drum, they work by backing the vehical up and stomping on the brakes.
