After revving up, engine slowly idles down?

I finally got my 02 Jeep Grand Cherokee running pretty good. However, new symptom is when you raise the RPMs, which act appropriate when giving gas, it drops really slow. It acts the same in when you are actually manually pushing the throttle body as well. instead of it idling right back down, it slowly slows the RPMs. I feel this has something to do with the throttle body, but I just replaced a new IACV with another IACV, so it surely cannot be that. Any ideas? Thanks in advance
