Default adjusting the parking brake cable - 96 ZJ

I just replaced the parking brake shoes on my 96 ZJ and tried to follow the manual instructions for adjusting the cable which say back off the cable nut to leave slack, fully apply the parking brake handle, mark the "tensioner rod" 1/4" from the bracket, and tighten the nut until the rod moves and the 1/4" mark lines up with the bracket.

I tightened the nut until it got very hard to turn but the rod and mark never moved toward the bracket. I ended up setting it so it was still free on the first handle click but engaging on the second click and locked up with the handle pulled up hard.

Has anyone had success in following the manual's instructions? I can't see how this tensioner rod could move toward the bracket that is pulling it.

As long as the shoes don't drag when you're driving, you'll be ok.
