I have a 2000 WJ that has suffered similar problems in the past – my A/C would occasionally switch on within a minute of starting up (but not every time I started the vehicle). The problem seems to have gone away of late. I reckon it is an electrical noise problem, within the vehicle, causing the A/C to switch on.
I also suffer from my heated seats switching on, despite the chunky switches being firmly in the off position. I am suspicious that these are controlled by FET transistors – the gate (control) of which is very sensitive to electrical noise. My solution to the heated seats switching themselves on – is to manually switch them on, and then off – which seems to do the trick.
