Default 97zj inline 4.0 engine swap. Won't turnover. PLEASE HELP!!

Howdy y'all.

I drive a 97zj and blew up the engine. Swapped from 4.0 inline to a 98 4.0 inline. Jeep however refuses to turn over. Been working on this for almost 4 months now.

Replaced:
Spark plugs
Dizzy
Cps

Have new:
Harmonic balancer
Timing chain

It has fuel and spark. The cam and ignition timing are correct. WHATS WRONG WITH MY JEEP!? I'd love any input right about now

Heres what I get from your post. It does turn over, it won't fire or start.
Do you have compression and how much? This might tell you if you have the timing chain timed correctly. Are all your sender/sensors off your old motor (a known) or the new one (possibly unknown)? You have fuel, but to the rail or past the injectors to the intake (are the injectors firing?) You have spark but is it good? (I had a bad coil give me fits) Is your battery good? There are a million variables. If you give it a shot of fuel /sure start down the TB does it hit? Sounds like you need to start at the basics and not assume anything is correct.

The cam timing is correct as I had stated above.
I’ve tried starting fluid and gas to no avail. I get 2 mini pops through the intake and then it cranks normal.

The only sensors not plugged in at the time are the battery temp sensor, and the oil pressure gauge. Neither of which will cause a nonstart...

Compression
1. 180
2. 180
3. 180
4. 175
5. 180
6. 180

The battery is brand new and still has 11 volts left, its 850 CCA.
I'm replacing the Camshaft Position Sensor or the "STATOR".
I have spark.
And I have fuel to the rail, but I have yet to pull the fuel rail and let the injectors spray.

As for the assuming part.... It’s been timed and re-timed every which way. 3 different mechanic friends have come over and pretty much scratched their heads at it...

...
Never had an engine pop back that didn't have a timing issue unless it was a stuck valve, which your comp test rules out.
