Default 97 grand cherokee laredo 4.0 no tail lights.

Alright. So like it says, no tail lights. Have broke, have turn, have reverse, no tail lights though. In the cab kicker fuse panel, courtesy lamp relay(#3) ticking like a bastard, radio illumination fuse(#17) blows as soon as you put one in, no lights in the cluster, heat controls or shifter. Lamp test tells me there's a short. Pulled the entire dash apart, tested everything, lamp said there's still a short. Move through map lights, cargo dome light, still a short. Pull main clips for tail light spaghetti mess, still a short. Unhook the lamp outage module, shorts gone, but still no tail lights or brake lights now. Plug the clips together and bypass LOM and the shorts back but I have brake lights. Still no tail lights. Tested voltage through everything the entire time. And have no voltage to the tail light or the side markers. The hel do I do now?
