1995 grand cherokee - no crank issue

I am wondering if you can help me diagnose a no crank condition with my 1995 Grand Cherokee. I have replaced the battery, the primary harness, the starter relay, the starter and starter solenoid. I have confirmed that the Neutral Safety Switch (auto trans) is grounding the center lead on the transmission connector. I have confirmed that I am getting 12v+ at the starter relay when the key switch is in the "crank" position. I have confirmed that I am not getting 12v+ at the solenoid when the key switch is in the "crank" position. The starter relay is clicking when I turn the key but the solenoid is not. The engine grounding strap has been lightly sandblasted and has been cleanly and firmly reattached to the body.
I have also been through the configuration for the Vehicle Anti-Theft system. It has been manually disarmed and it configures properly. After all of this, I cannot get the car to crank. I suspect that the Anti-Theft system is preventing it from cranking but can't find a way to disable it.
Do you have any suggestions?

The Anti-Theft system won't keep it from cranking, just starting. Check the condition of your battery cable clamps and the wires going into them. You may be getting 12V but not enough amps to turn the starter.
For a long time, I've been telling people to check specifically the positive clamp because the battery post is smaller in diameter. I was wrong, It's the NEGATIVE post that's smaller! The funny part is nobody corrected me. DUH! my bad.

I think I have to find out why there is no power to the solonoid while the key switch is in cranking mode.

Check the connection at the ignition switch. I you have a tilt wheel the connection can become loose after twenty years of moving the steering wheel up and down.
