Default Pa open wheel law

I've heard they've changed the open wheel law but I've also heard that's a rumor. I ask because my tires are rubbing on my fenders and I wanted to cut them, I like the fender less look and I don't have the funds for flares at the moment. Any input?!?

i do inspections everyday, haven't heard anything about that. The way the book is written, the tread of the tire has to be covered by a flare, not exceeding 3" wide. sidewalls however, can hang out.
