I stand corrected. Scroll down to where the page starts to address inspection procedures. Read over section 1, specifically point xxi which states wheel spacers over 1/4" deem a failure of inspection.

Now this is Pa law. A lot of inspection stations don't follow the inspection laws 100% to the book. Most of them inspect a vehicle to see if it is safe to be driven on the road but don't follow the inspection guidelines. In other words, they check to make sure no important parts of the vehicle are broken or dangerously modified, no parts are worn out to the point where they become a safety hazard, and that the vehicle visually looks safe on the road. If you take it to an old school mechanic to have it inspected, he's probably going to check to make sure it's safe enough for his family to drive alongside on the highway an leave it at that. If you take it to a large corporation to get it inspected, chances are they will check damn near every aspect of the vehicle to the book. Those large corporations are watched very closely and wrongfully passing a vehicle for inspection carries large fines.

Honestly though, unless you're planning on boosting your engine, an exhaust dump will do nothing but hurt performance. Inline engines NEED backpressure. An exhaust dump on a stock or bolt on N/A 4.0 will just make it fall on its face.
If you're looking for the best performance/sound out of your Jeep exhaust wise, head over to www.performance-curve.Com and check out the performance curve brand exhaust setups for Xj's. They utilize a 2.5" mandrel bent tail pipe and your choice of a magnaflow or flowmaster muffler. I 100% guarantee you that either of those setups will be the best bang for your buck. I've personally run 14 different exhaust setups on my rig, and the 2.5" magnaflow setup from performance curve blew the others away. Not to mention that I LOVE the crisp, clean sound of a Magnaflow muffler. They idle calm, deep, and respectable, but when you get on it they give a nice deep aggressive tone.
