Well, the half assed way is to mask the rubber, use a wire wheels or scotchbrite wheel or a siphon blaster and clean the wheel up and rattle can it. The correct way is to demount the rubbers, blast and powder coat them

I got a quote for that last week at $125 a wheel from a place in Springfield. There might be cheaper places but that price seemed ok.
