My 92 had rust in the front passenger side pan, being my windshield wasn't sealed correct and it was letting water in. Only way i figured out the windshield had unsealed was that i was cleaning the inside of it and pushed on it with a paper towel and had about an inch of play.
Just check the underside carefully and look for all the issues you know an XJ can have. It always helps to have a 2nd set of eyes. Don't go to see it with HIGH HOPES of bringing it home. Go with an open mind and don't get a big grin or a chubber as you are checking it out. Use a good poker face on the owner.
just my thoughts. As for historic tags I got no clue, i'm running Florida plates on mine.
