Just be sure to wash the repaired fiberglass area with soap and water as epoxy blushes as it cures. light sand with 100 grit and use whatever paint you want.

As long as the yellow paint still has good adhesion then yes. If you want to do it right then use a 2 part epoxy paint or gel coat it..

 

I thought about doing a 2 part epoxy but don't want to put money into it...
