track bar is upgraded with the bracket, adjustable track bar, upgraded tie rod, drop pitman arm, fixed lower control arms. I believe its all rough country.

correct!
get another person to turn the steering wheel side to side at idle, look for any loose parts. could even be the steering box. lots of things can cause that in the front end...

Just got called to the office at school, apperently a white jeep was saw going into a ditch off the road and then go into my school parking lot. wasn't me.

lol, there's another white XJ here that some girl drives, and a white JK unlimited. I have a feeling it was the guy in the JK.

I quickly looked at it the other day. it has the front engine one, gas tank, havent checked for the TC one yet, has the extra cooler on the front by radiator, some other thing by the windshield fluid filler that I have no idea what it is (not on my white one), and it's a D35 which is what they used on the Upcountrys. the sticker by the hood says 1998 on it, but the guy said it was a 99, so it could just be the model year or w/e. when I get home today I'll check for the sticker in the glovebox saying it has the LSD in the rear, and for the tow hooks.
as for lift, it has smaller tires than my white one, and looks about the same height, but I'm not sure.
this will be either confirmed or not once I get home.
