You are mistaken. Brakes work off the engine vacuum - needs to be running.

hmm... ok, im too lazy to go out and test that atm

Anywhere along the 695 corridor is OK with me.... Speaking of Towson, go a little farther to Parkville and you have the Crackpot restaurant. Best crabs in the area....

Finally got the last of the "basic" welding done to my bumper. Gotta grind and shape the corners next, then ready for primer. Now to dig my winch out of storage, then fab and weld the winch plate on. After that the prerunner bar needs fabbed and welded, then final painting

yeah, the brakes work fine, just no power, you have to smash the pedal for braking power.

as far as the distance, its a mile through a neighborhood. no biggy.

you've obviously never tried to brake repeatedly with the engine off...there will be a point your braking becomes obsolete no matter how hard you press.

A good word of advice, scrape up the money for a tow, or get someone with a towbar to get ya. Too many things could go wrong with what you are planning and you could lose more than your jeep.
It is illegal to have an inoperative or unregistered vehicle on the streets in Maryland.
