It's a cable actuated dohicky that locks or unlocks the vacuum disconnect on manually. If you don't have a vacuum disconnect axle then you can't use it.

gotcha. I don't think I have a vacuum disconnect axle, but how would I know of I did?

Looks like you have 97-01 model. Disco axle were in old XJ's.
