Pretty certain that is an injector code....not reaching peak voltage. Injectors could be clogged, or bad.

Yeah it's a 91 ! Been shooting wires all day ! Everything's checking good might have to swap injectors ! Could the cps make it act like that ? Code 27 - fuel injector circuit. Any one have any extra ford 24# injectors ....

if it were 97+ I would say yes because the fuel regulator is in the tank and they go bad quite often. Since its pre96 I would recommended to ohm out the injectors. Usually when they go bad and cause this code. About 14.5 ohms is acceptable. Just use an ohm meter, pull the plug un each injector, and measure resistance between the two terminals on the injector.
Also, have you checked fuel pressure while running?....or while putting load on the engine? This would be the easiest way to rule out the fuel pump or regulator.
