you might have the vacuum disco front axle and it may not be working.
do you get low range?

HE said its the same in 4lo. I see you have a 89. I had the same issue with my old 89. So has it worked before a suddenly stopped working? Get under your jeep, there should be a plug going into your front axle, see if its disconnected. I had this happen when i was out jumping my 89, all of a sudden no 4x4. Looked under it and i little electrical plug had come undone kinda by the pumpkin. Hope this helps

yeah.
if the front axle disconnect isn't operating, and your transfer case is good, you will still get low range, but only two wheel drive.

there is a cable you can purchase to replace the malfunctioning vacuum disconnect. it's called the 4x4 posi-lok cable. you can google it for more info.
or just replace the passenger side split shaft, however it's a bit of work dealing with the seals.

xj's don't have locking hubs.

After going through two vacuum disconnects in my 89 (broken fork and bad diaphram) I sprung for a one piece axle with the 760x u-joints from IRO. If you are going to do this you will find the passenger axle seal (different from driver side which is oem size) at east coast gear supply... I got axle tube seals there too. Let me know you would like more details, I just did the upgrade last week It costed about ~$500 for everything.
