Default Engine swap laws(Oregon)

Does anyone know the laws/legality/regulations regarding engine swaps in Oregon, specifically areas requiring DEQ. I have a 86 XJ with the useless boat anchor 2.8. looking to swap in either 3.8 or go full bore insane with a 4.3l vortec. kinda want to be able to tag it for occasional trips to work, if not it will just become a designated trail rig

I'm not far from you where I'm at in clackamas. I used to live in Washington and there my 89 is old enough that it didn't have deq anymore and never told them I put a 95 H.O. in either the reason I still have Washington plates regestered at my moms.

Run required cats and it should pass fine. They won't pop the hood. No real laws about engine swaps as long as it passes the tail sniff

that is true, I did notice that they DEQ have me pop the hood on my exploder when I had it retagged from CA plates. but it would be just my luck that they ask to look under the hood
