Default Your Vehicle FAILED and EXCEEDED The GROSS POLLUTER LIMITS

Bought this MJ. The PO had papers of how excellent the jeep passed before. So bought insurance, went to dmv hours later lady tells me smogs are only good for 90 days. So I had to get a new smog. So over the weekend I cleaned the throttle body and filter cleaned brakes and greased up the front-end and was ready to smog...well today went to a no pass no pay smog place because I had doubts.
Not only did I FAIL the smog I EXCEEDED the GROSS POLLUTER limits.
Here's what I failed, PCV, Thermostatic Air Cleaner, OBD System checks, And Other Emissions Related. On a visual.
Then on emissions I failed, at first 15mph and second 25mph.
HC(PPM)
Max is 93, Mine was 233. Max is 73, Mine was 165.
CO(%)
Max is 0.89, mine was 4.61. Max is 1.12, Mine was 4.07
NO(PPM)
Max is 763,, Mine was 2057. Max is791, mine was 2114.
Help would be greatly appreciated. I've noticed my thermostat didn't move from 110, and hard to start after its warmed up.fires right up in the mornin when cold.

I know your cat has to be good and hot to be most effective, make sure your engine and cat are hot by the time you get there.

Change your oil right before you go, clean oil is good, use high octane gas which is supposed to burn cleaner.

That's the thing the thermostat gauge inside isnt working. I know it's hot I can see the the antifreeze flowing and the oil gurgling. Also noticed the old air filter had some oil on half it. I have new cat ,a muffler, alternator, and starter in it. Thinking of checking the intake and exhaust manifold and cleaning the injectors. Don't know what sensors to check and will check my fuses I have check engine light out.. Specs on Mj are 1987,inline 6 (with 229k), 2wd,5 speed, dana 44.

My oil looks super clean, but maybe I'll seafoam it ,an change the filter. Not sure what else I can do. Tear everything apart and clean it.

Just make sure your engine and cat are hot, run it down the freeway as fast as you can legally go for several minutes before the next test.

The place I went was 15 mins away ran it pretty good.parked it went to start it and it wouldn't start took couple times. I don't get it when it's cold it fires up like none other super easy but when it's warm pff good luck. Pump the pedal and crank then when it fires up itll idled high for 15 ,20 secs.

Well there's no point in only doing something halfway.

Those numbers are a bit beyond what I'd consider fixable with additives and a hot cat.
What condition are the regular tune-up items in? Plugs, wires, etc?
What temp does the engine run once it's warmed up? IR thermometer would be useful.
MAP sensor, Coolant temp sensor, leaky injectors, operating fuel pressure, o2's, anything that has it's fingers in the air/fuel or timing should be checked out.
How old is the cat? Any exhaust leaks? Manifold of vacuum leaks?

New vehicle for me so bear with me. Cat is brand new.I'm thinking there's a leak from the exhaust manifold. Sometimes I see a blueish smoke. Vacuum leaks I don't think so. Leaky injectors no but maybe clogged up?

IR Thermometers and sensors. I'll have to find some is their a way to check or clean them? I'll check fuses also. I'm trying to figure what I can clean first then replace rest.spark plugs and lifters? I have tags till 2014 so I got time. I kid you not the ThrottleBody looked like it has never been off and cleaned. And the PO is a lieing **** I took a second look at the smog he got the vin an lic numbers were barely different I got tricked.

No soot or oil at the tailpipe. I haven't smelled my exhaust from the pipe lol just sounds funny.I'll rev it with a piece of cardboard back there to see if I get anything. From the valve cover where you fill the oil I took the cap off too see it was lil Smokey.

My dipstick reads full and oil looks really clean.
