Yet another no crank/no start issue...?

Whats up guys? Long time member, don't usually post because I can generally find all the information I need without the input, so thanks in advance to all you gurus for helping me with almost everything I have ever needed!! 
This one is stumping me....
2001 XJ Stock everything
When I turn the key I can hear the fuel pump engage, turn to start and nothing. No starter engage, just a click from the kick panel fuse box inside. Tried it in Neutral (even though reverse lights show) and still nothing.
New parts that have already been thrown at it: battery, battery cables, starter, CPS
What I've done so far: Cleaned all major grounds under the hood, arced across the starter to make sure shes engaging; good, checked voltage at starter with key on; 12.2v, tested all relays and fuses; all test good, fan blower disengages when attempting to start; ignition switch should be good?
So my question is WTF is stopping me?! Lol I was unable to locate the grounds by the ECM, could it possibly be those? Is there a way to check the PDC for power to the relays? Next up is to remove and clean up the NSS just for good measure. Definitely need some insight on this one guys, I know these machines pretty well (this is my 2nd XJ) and I've always done my own work but just can't seem to solve this one....
Any help is greatly appreciated!
Just threw $3,000 into her last summer doing a complete suspension, HD steering setup, rebuild on both axles, disc brake conversion, new exhaust, motor mounts and tranny mount.....its a shame for her to be sitting there dead!

Yep, the NSS is a prime suspect. But that doesn't mean you should go buy a new one. Think & test your way to a solution, don't just throw parts at it.
On the other hand, that click from the fuse box area makes me wonder if there is another relay in the circuit. Dunno about that year.
CPS will not prevent cranking. The other 'fixes' were reasonable suspects, but spending money on parts without troubleshooting is a good way to increase your frustration level and decrease your bank account.

Yea I will definitely be pulling her out and cleaning it up, had to do it in my other XJ so I'm familiar with the procedure. Hopefully I can fit it into the weekend "to-do list"

Ok, so this one didn't want to cooperate like the one on my last XJ. The damn thing snapped off and left the threaded stud in there! After looking at replacement NSS's I'm wondering what parts that are left on the Jeep need to be salvaged? It doesn't look like any of the new ones come with the threaded shaft that comes through the switch that holds the locking nut on there? I don't want to destroy something that I'll still need for the new install. But man do those threads get beat to a bloody pulp while trying to pry out a NSS that doesn't want to let go!!
Also, does anyone on here sell rebuilt NSS's? Someone could probably make a killing doing that lol

As a last resort you can bypass the NSS and put a start switch in the dash. Supply it with 12V when the key is on and wire it so it supplies 12V to the starter solenoid when you press it. Turn the key to on, press the start switch and it fires right up.

It will crank and crank but no start, not sure what I'm missing? Maybe it's possible that I got a bad CPS from China? I had taken the coil rail off and flipped it with plugs reinstalled and grounded in order to check for spark....and then she wouldn't crank anymore (didn't arc across starter because I didn't have a friend to help out)
I broke the NSS at the actuator arm that's inside of it to identify which gear is selected, and the remaining pieces just fell apart. But if that threaded stud stays in there then how would prying at the nut with it threaded on there remove the NSS? Maybe I've removed everything that I needed to in order to install a new one?
Hopefully it won't come to this!

The threaded part shown in the image titled "And here it is with the rubber washer removed." is what is still attached to my jeep, which means that I have to get that off too. iirc the only thing left should be that oblong shaft that comes through the center of the NSS, and the threaded part that is seemingly a part of the NSS body, that I think attaches to the actuator arm inside...?
