XJ Wagoneer question

Ok, I swapped the '89 four-eye Wagoneer front clip onto my '96 Cherokee, and everything looks spiffy. I was kind of surprised to see that the high and low beam headlights each only have two terminals. Most four-eye cars I've worked on have two on the high beams and three on the low beams, so that in low beam mode only two light up, but in high beam mode all four do. With this Wagoneer front end, when I have it in low beam mode only the uppers come on, and in high beam mode only the lowers do. Is this normal for these?
Regardless, I will be making some modifications, because I want all four to come on in high beam mode, but I was just wondering if they did this from the factory, or is it just because I've got them wired into my Cherokee harness?

Doesnt seem right.All other cars i have owned with quad lamps lite on high beam!Anyone got wire diagram of 89 wagoneer?
Doing face lift from 89 wagy on my 94 sport.Same results,only one set lights per function.Every thing else works.Pin out on harness connection does not look right...
Any help appreciated.Thanks!
