XJ stalls and has trouble accelerating. No problem over 1000

The Jeep
-1991 Jeep Cherokee w/ new distributor and spark plugs
The Problem
- Jeep will stall at red lights if left idling too long.
- After idling for longer than 20-30 seconds, acceleration is delayed and will often stall.
- Cranks for a few seconds before catches, then will stall unless I give it enough gas to get it to around 2,000 RPM's.
- Also idles very rough unless put in neutral and RPM's over 1000
What I've Tried
- I was told I had water in gas so I poured a bottle of HEET water remover yellow bottle in tank.
- I seafoamed the gas and straight into the throttle body.
- New distributor and spark plugs and fuel injectors were cleaned.
